It should be noted separately that even if your company has its own construction supervision department, which allows you to monitor the quality of general construction work, Laatu is ready to offer a separate construction supervision over the construction of engineering (mechanical and electrical) networks and systems. Our highly qualified specialists in such field of supervision can monitor the installation of firefighting systems, the laying of electricity, water and sewage networks, as well as other types of work in such field.

The legal regulation of construction supervision

At present, the implementation of construction supervision is governed by a multitude of regulatory documents. Some of these documents have been adopted since the USSR period, and construction supervision in them is called technical oversight.

The basic documents regulating construction supervision:

  • Articles 53 and 55.5-1 of the Russian Town Planning Code;
  • Articles 748 and 749 of the Civil Code of the Russian Federation;
  • Resolution of the Government of the Russian Federation of 21.06.2010 № 468 “On the procedure of construction supervision during construction, reconstruction and overhaul of capital construction facilities”;
  • clause 9.5 “SP 48.13330.2019. Set of rules. Organization of construction. SNiP 12-01-2004”.

Construction supervision, as one of the functions of the technical customer, can only be carried out by organizations that are members of a self-regulating organization based on the membership of the persons carrying out the construction.

Construction supervision performs the following main tasks:

Construction quality control

In the process of quality control of construction, our engineers perform:

  • verification of the completeness and compliance with the established deadlines of the contractor’s input control of all used materials as well as the reliability of documenting of the input control’s results;
  • verification of the contractor’s implementation of control measures for compliance with the rules of warehousing and storage of applied products and the reliability of documenting of its results;
  • verification of completeness and compliance with the established deadlines of the contractor’s control over the flowchart and composition of technological operations for construction and the reliability of documenting of control’s results;
  • examination of hidden works together with the contractor and intermediate acceptance of erected building structures that affect the safety of the facility;
  • verification of compliance of performed works with design (detailed-design) documentation and requirements of regulatory documents in the field of construction.

 

Control of scope of performed works

The control of the scope of works have performed is provided by the comparison of the scope specified in the act of works performed fulfilled by the form № КS-2 with the implementation documentation and results of control measurements of the results of the actual works performed.

A construction supervision engineer confirms the scope of construction and installation works specified in the act KS-2 form by signing this act and stamping his personal stamp only if this scope corresponds to:

  • design documentation,
  • scope of actually performed works,
  • requirements of regulatory documents in the field of construction.

Thus, each engineer is personally responsible for the scope of work confirmed.

An independent geodetic organization may be engaged to verify contractor’s as-built documentation.

 

As-Built documentation control

Requirements for written forms of as-built documentation are given in RD 11-02-2006 “Requirements for composition and procedure of maintaining implementation documentation for construction, reconstruction, capital repair of capital construction objects and requirements to acts of inspection on works, structures, sections of engineering support networks”

The requirements for written forms of general and special logs of construction and erection works are given in RD 11-05-2007 “Procedure for maintaining general and (or) special logs of construction, reconstruction, capital repair of capital construction objects”.

The engineers of Laatu check the correctness and the timeliness of processing the as-build documentation prepared by contractors. It is considered that signing of the as-built documentation by the construction supervision engineer is the final stage of acceptance of construction and installation works performed with proper quality.

According to subitem 3 of item 5 of article 55.5-1 of the Town-planning code of the Russian Federation “acceptance of finished kinds and separate stages of works on construction, reconstruction, capital repair, demolition of objects of capital construction, elements, designs and parts of objects of capital construction, networks of engineering maintenance, their sites with the right to sign corresponding documents” can be carried out only by the experts on the organization of construction, who’s data is in the national register of experts in construction field. Data of all Laatu’s construction supervision engineers are been in the national register of experts in construction field.

 

Construction supervision process

A construction supervision engineer is appointed for the facility.

He works full time at the construction site, controlling quality of work, preparation of As-built documentation, maintenance of work logs and participating in work-related meetings and so on.

In case of production necessity, construction supervision is carried out on weekends and holidays, on the second shift and even on the night shift.

Depending on the complexity of the work performed, geodesists, engineering network design specialists, occupational safety specialists, etc. may be additionally involved.

When the construction site is too large a group of engineers is being formed to carry out construction supervision.

The high quality of our work is achieved through the proper selection of engineers and also through the control over their work performed by the Chief Engineer.

On a monthly basis, customers are provided with a written construction supervision report detailing the state of affairs on the construction site.

The next equipment is at the disposal to implement the full-fledged construction supervision at the construction site:

  • a laptop with Internet access and up-to-date regulatory and technical documentation;
  • a printer and scanner for fast document processing;
  • a camera to record the progress of construction and installation work, detected defects and their elimination;
  • a necessary measuring instruments
  • a set of reference books.

For the implementation of construction control, we provisionally divide all construction and installation work into two types:

  • general civil works,
  • works on construction of utility networks and systems.

Construction supervision over general civil works

The basis of our engineering staff is made up of engineers who provide construction supervision over general civil works. Our engineers have extensive experience in construction supervision of various facilities: from small warehouses to huge apartment complexes.

All of our engineers:

  • have higher education in construction;
  • have extensive experience in construction;
  • have the certificate about including their data in the national register of specialists in the construction field;
  • get the timely advanced training in construction supervision and construction organization.

In terms of construction supervision, general civil works are referred to:

  • excavation work,
  • piling work,
  • construction of concrete and reinforced concrete monolithic structures,
  • installation of precast concrete and reinforced concrete structures,
  • work on the construction of stone structures,
  • installation of metal structures,
  • installation of wooden structures,
  • protection of building structures,
  • roof structure,
  • facade works,
  • road works,
  • site improvement works.

Construction supervision of the above mentioned works is the subject of specialization of construction supervision engineers of general civil works.

Construction supervision over works on construction of utility networks and systems

We also employ engineers specializing in the construction supervision of utility networks and systems.
They have been successfully tested in Rostechnadzor, for their knowledge of safety regulations, have been admitted as specialists in non-destructive testing (visual and measurement control) and have been certified in the following fields of industrial safety:

  • basics of industrial safety;
  • activities related to the design, construction, reconstruction, overhaul and technical re-equipment of hazardous production facilities, installation (disassembly), adjustment, maintenance and repair (reconstruction) of overpressure equipment used at hazardous production facilities;
  • technical supervision, construction, reconstruction and overhaul of gas distribution and consumption facilities.
